Catherine Goins currently fulfills seat #3 on the commission, serving as a representative of “County Children Services”. She has over 25 years of experience with private, non-profit and publicly funded early education programs. Ms. Goins is currently Assistant Superintendent, Early Childhood Education, for the Placer County Office of Education and is an adjunct faculty member at Sierra College. Prior to coming to PCOE, she managed early childhood programs at Sacramento Employment & Training Agency Head Start, a $47 million program serving 5,000 children. Ms. Goins’ areas of expertise include early childhood program administration, human resources management, and multicultural/diversity education.


An active volunteer and advocate for children, Ms. Goins served as President for the statewide Child Development Policy Institute and Chair of the Sierra College Early Childhood Education Advisory Committee. Ms. Goins was named Sacramento County Child Care Provider of the Year in 1999 and in 2003, and she was honored as the Educator of the Year from the CSUS College of Education. Ms. Goins holds a B.A. degree in Child Development from CSUS, an M.A. in Human Development/Leadership in Education from Pacific Oaks College and an M.P.A. from the University of San Francisco.
